EVENT DESCRIPTION: Public-private partnership, eBusiness, eGovernment, eLearning, eHealth and eSecurity. ICT projects international deployment in the areas not promising fast returns on investment for private investors. Co-funding opportunities from the 7th Framework Programme, eTEN and the CIP European programmes. What are concrete examples and the best practices and barriers in Poland? These are the key topics for the panel discussion.
Private investors seek to make a profit. The public sector steps in to invest money toward supporting policy goals. In many cases, public and private investors work together, but this isn't always a happy marriage. Where does public investment play a vital role and what deals are best left to the private sector? What sources of public funding are available and what are the risks and benefits?

eTEN programme There are EU programmes helping the developers to deploy and test the prototype on the real markets. The eTEN programme funds two types of projects in the areas of eGovernment, eHealth, eInclusion, eLearning, eBusiness and Trust & Security services – market validation (funded up to 50% of the total eligible cost) and initial deployment (up to 30%). Validation projects are commercial feasibility studies which provide financial assistance during the prior validation phase of an e-service. It is during this phase that the assumptions about the proposed e-service's operating costs and potential revenues, savings and public benefits are put to the test. This involves demonstrations or pilots of the proposed service, user feedback and peer reviews. Deployment projects are aimed at the practical deployment of electronic applications and services.
In contrast with EU research programmes, eTEN is also open to proposals from single entities provided they aim to be active in several member states. It is a key tool for the exploitation of successful research activities from technical development to the market. Private investors tend to focus on sectors which show the best potential for short term profitability. There remain many areas where services are in the general societal or economic interest, but either do not promise a rapid return on investment, or bring benefits which are long term or not visible through direct financial reward to the operators.

Prior to co-founding and being the content director within the Czech node of First Tuesday global business network he worked as an independent consultant in the field of IT and marketing strategies. Vlastimil have been managing several EU funded projects under Framework 4th, 5th, 6th and other programmes focused on building communities, supporting technology entrepreneurship and research exploitation including the European Technology Venturing Programme or European Survey of Information Society. He is a member of international e-commerce conference committees, MBA courses lecturer and invited expert for evaluating European IST project proposals. |

Rafal Dunal Chief Business Officer ESAProjekt Sp. z o.o.
Rafal is a proactive and enthusiastic individual with experience in software design, development, implementation, testing and marketing, proven at strategic and operational level. In 1999, he graduated from the Technical University of Silesia in computer science and pursued his Ph.D. studies in the same field till 2002. Since 2004, he has been working for ESAProjekt Sp- z o.o. as key IT expert for internal and external projects. His main responsibilities include inter alia: coordination of ESAProjekt activities in European Projects within 6th Framework Programme (IST, eTen, Craft), cooperation with public bodies in the field of EU co-financed and national commercial projects and managing ESAProjekt contacts with Polish and European universities.

Tapio Rissanen CEO EuroConseils sprl
Tapio Rissanen is principal consultant and CEO of the Brussels based EuroConseils sprl and chairman of the Board of Conseils Oy, Finland. Tapio provides consultancy and advisory services to support Information Society initiatives on local, regional and European level taking into account the Lisbon and eEurope strategies and objectives e.g. by making use of PKI, Best Practises, PPPs, etc. Another area of his consultancy includes refining existing R&D results, applications and service concepts into trans-European e-services. Further, he supports consortia and partner companies to explore new and additional funding opportunities in the framework of the ETIF events organised by Europe Unlimited. Prior to joining in 1995 the CommissionŽs Information Society DG Telematics Application and then IST Programmes, Tapio ran both of the above mentioned consultancy companies. Further, within the eTEN programme, Tapio has been in charge of a number of market validation and initial deployment projects. He also dealt with strategic planning and the reorientation of the programme towards the objectives of the eEurope 2005 initiative. He left the Commission in 2004. In the past, Tapio was also working in the area of business development and international marketing within the Kone Corporation and he held the position of Commercial Counsellor at the Finnish Embassy in Brussels. |

Ewa Rosowska Head of the European Union Department State Archives
Graduated in History at the Warsaw University in 1986 and finished her Ph.D. in 1993. She specialised in the World War II Period and problems of the Polish archival materials transferred abroad during the war. She did her postgraduate studies in Law and structures of the European Union at the National School of the Public Administration in 1998. She has been employed in National Archives of Poland since 1993. Since 2002, she has held the position of the Head of the European Union Department. She has experience with project management and project implementation within the 5th European Framework Programme of Research and Development, eTen Programme and Culture2000 Programme.

Mariusz Sperczynski
Over 12 years of business experience, connected with IT and computer systems from the beginning. Within years 1993-1997 he ran own activity, in range of which, he occupied with system integration mainly. Next years of working in large companies let him gain a knowledge concerning application integration. Since 2001 passionate about e-government idea, what resulted in realization of e-government applications for the company, he currently worked in. He was also in charge or business development within integrated data communication projects for public sector within next years of working for large companies. Currently (from 2003) he has managed a small company [www.s-project.biz] specializing in area of counseling services for R&D activity. Besides, he offers analyses and strategy for preparing business and government investment projects in Poland, practical solutions – from project vision and planning through feasibility study to implementation and valuation. He also offers within his company research for the possibilities of grant-in-aid with respect of European Commissions (structural funds) and EEA Financial Mechanism guidelines as well as contract engineering, current management, monitoring and reporting during implementation of projects.
